What are you talking about? You don't need any Spotify account to publish music there since it's not an open upload platform. They only accept uploads from whitelisted partners, basically speaking. The usual suspects (distributors like TuneCore, CDBaby, DistroKid, and perhaps internal systems from the major labels) are that.
You don't even need to pay "more", comparatively. A DistroKid subscription is way cheaper than any Spotify subscription.
With that being said, I expressly recommend anyone to avoid any company / service I have mentioned here, since everyone has all the reasons to hate all of them. Just showing how you don't know what you're talking about.
It's still not enough for any budding artist to live off of. I would recommend sponsorships, agents, etc. - but not record contracts to big media conglomerates. Just sayin'.

There may be thousands of artists with 0-100000 streams per year and they should obviously not be expecting to make a living out of this...

Cool, now show us what the average artist earns from the platform and how many of them pay more for Spotify Premium (required to publish music on the platform) than they earn in royalties. I'm sure that statistic has barely budged since 2017.
